Covid-19 Update for November 24: 1,115 new cases, 916 recoveries, 16 deaths + Announced Restrictions to Limit Covid-19 Spread

Data is taken from the Covid-19 portal and today's media availability by Premier Jason Kenney, Minister of Health Tyler Shandro, and Dr Deena Hinshaw. Minister of Eduation Adriana LaGrange, Deputy Minister of Eduation Andrew Courbold, and AHS CEO Verna Yiu were also present, but did not speak. Dr Hinshaw will be available every day this week.

Statements by Premier Kenney
Opening Statements
  • Pandemic is "once in a century" event that has affected everyone
  • Has received lots of heartbreaking/heartfelt letters and read some out of them in the meeting last night
  • Letters include concerns about family impacts and economic impacts, as well as the loss of life
  • Has phoned front line healthcare workers over weekend and sought out their advice
  • Has noted the hesitation of further restrictions before and focus on targeted measures. The vast majority of Albertans have worked to the guidelines
  • Spread is speeding up and is significant at long term care. We need to do "everything we can" to protect them. That requires dedicated work from the community
  • Must also protect healthcare system. Healthcare system is at risk, and Edmonton Zone is an example of the trade offs that now must be made. Other services will have to be put on hold if the trend continues, even with the spending in it
  • Measures below were not taken lightly. These are the "minimum restrictions needed" right now to protect healthcare system and avoiding widespread damage to livelihoods
New Measures
  • Declaring a State of Public Health Emergency in the province of Alberta
  • Series of mandatory measures also approved:
  • For social gatherings: No indoor social gatherings will be permitted in any setting and outdoor social gatherings will have a limit of 10 people
  • For funerals and weddings: 10 in-person limit and no receptions will be permitted
  • Social events have been one of the biggest driver of cases. Weddings and funerals are one of the biggest widespread drivers of transmission ("This is just a reality")
  • These social gathering restrictions are province-wide and can be subjected to fines
  • An emergency alert will be sent to all Alberta phones this week to make Albertans aware
  • Gatherings of worship services will be capped of 1/3 of Fire Code with mandatory masking if region is under enhanced status. This is now mandatory. This will be evaluated mid-December
  • Effective Friday, for regions under enhanced status, three temporary restrictions will be added at businesses and services:
  • (1) The following will be closed: banquet halls, conference centres, trade shows, concert venues, community centres. All levels of sport too, but must apply and have an approved exemption
  • (2) Retail businesses and services will be limited to 25% of occupancy limit
  • (3) Hair salons, personal wellness services, hotels, and professional services will be limited by-appointment
  • In-person dining and bars can continue, but must abide by guideline. Each dining tables will be limited to 1 household
  • Asking all workers that can work from home to do so. Government of Alberta will do so
  • These will be reviewed in mid-December
  • On November 30th, Grades 7-12 will end in-person schooling for 2020 and Winter break will begin December 18. In-person learning will be delayed until January 11, 2021
Closing Statements

Also notes a "chase after 0 [cases]" shutdown won't be the goal and that restrictions and interventions, in accordance with Charter of Rights, should be limited to minimizing infringement of rights to achieve a goal
  • How will you enforce gathering restrictions?: No "snitch line", but will be expanding enforcement officers (Level 1 and 2 peace officers) to enforce orders and writing the tickets (up to $1,000/person). Anticipates officers will see if obvious "large gathering signs" will be noticed
  • How is in-person dining not "indoor gatherings"? How do you feel about doctors recommending closing in-person dining?: Notes dining is one household and limited spread in dining centres and asks those with a secure paycheck ("particularly a government paycheck") to think about those who sink life savings in dining services
  • Why are stores being restricted if they are not a significant cause of spread?: Compares well to other provinces who have fully closed retail. Thinks it was a grave mistake to allow big box stores to remain open because they had grocery/pharmaceutical sections while small businesses must close. That said, restrictions must be made to limit social spread
  • Due to challenges with Albertan spread information, what data is being used to make the decisions?: Points to data from previous 8 months

Warning: massive amount of text ahead. I created a mostly functional race route around the world (all loactions like buildings, businesses, landmarks, etc. are REAL locations and could theoretically actually work in the race). I tried to have a good variety in locations and types of challenges, but it's really hard! I find it a lot harder to complain about challenge design after making this. Create one string of paper cranes in Senbazuru. Senbazuru is the crafting of 1000 paper cranes for good luck. Following the demonstration, learn how to craft paper cranes. Once you have created forty of them and strung them together, deliver them to a Shinto priest at Akiba Shrine. He will give you your next clue.

Travel by train to Akihabara, Tokyo, and go to the top of the Tokyo Skytree to receive your next clue.

Travel to Akihabari Street Kart 1 and dress up in one of the many ridiculous costumes the company has to offer. Then, join a fifteen minute go-karting tour around the streets of this bustling region and look for three enormous signs in race colors with three different Japanese characters on them. If you can spot and write all three characters down correctly during the rush of Tokyo, you’ll receive your next clue. If you can’t get it right, you’ll have to join the next available tour.

Go to Songdo Beach and swim out into the ocean, locating the five whale statues in the water. At each statue, pick up marked letter tiles. Once you have all seven (two statues have two tiles), you can go back to the beach and unscramble the letters that spell out the name of a traditional South Korean delicacy that the other contestants eat at their first challenge. If you get the right word, you’ll be given a clue that takes you straight to the end of the leg.

Weighing Dates: Find the marked stall in the souq that is selling dates. Your goal is to weigh out 200 grams of Ajwa Dates, 175 grams of Barhi Dates, and 125 grams of Hayani Dates. Maze: Make your way to the second largest dam in Africa, Katse Dam. Enter the first marked gallery and record the air temperature and the humidity. Use those observations to crack a complicated code, and enter the parallel gallery it directs you into. Be careful, it might be hard to find! If you enter the correct gallery, you will find a boat key, which you must give to the boatmaster. He will then give you a small ride around the reservoir and you’ll receive your next clue.

Fly to Chania, Greece on the island of Crete! Upon touching down, use the provided cars to make your way to the Agora and search for the marked stall.

Together, team members must eat through a total of twelve Greek figs. Once all of the fruits have been stomached, that team can continue racing.

Detour: Traverse or Immerse
Traverse: Make your way to the Maritime Museum of Crete, and find the small yacht model outside the museum. Your goal is to remember as much as you can without writing it down, then make a half mile walk through the streets of Crete to the yacht harbor, where you must find a marked yacht and rearrange the items until it is just like it was in the model. Once the actual yacht matches the model, you’ll receive your next clue.
Immerse: Travel to Minoan’s World 3D Museum, and get treated to a five minute long “9D movie” on Cretan History which engages all of your senses. If you can answer all five questions correctly, you’ll receive your next clue. However, only two teams can participate in the show at once.

In this challenge, one teammate will help in the process of creating olive oil. Finally, crush both bruised and fair olives with a traditional granite olive press. Once they have been successfully grinded into a paste, you’ll receive your next clue.

You must take the orders of twelve total people and retrieve the correct dishes for them from the kitchen. Each person also has a dessert, which must be retrieved from nearby pastry shop Trigona Elinidi. You may take notes, but if you mess up someone’s order, you must start it over again.
Observe: Go by taxi to the Thessaloniki Science Centre Technology Museum and make your way to the main planetarium. The night sky will be projected above, and will be moving around you at one hour of regular movement per second. Using the provided key, identify five Greek constellations first identified by Claudius Ptolemy- Orion, Ursa Major, Cassiopeia, Centaurus, and Perseus. Be careful, it might be dizzying! Once you’ve found all of the constellations, you’ll be rewarded with your next clue.

Charity Walk: Drive to the Mother Teresa Memorial House and load a trolley cart with a marked group of items that will almost completely fill the trolley. If it was typed perfectly, you will be handed a decoder key which you can use to find the hidden message, which will reveal the location of your final challenge.

Just the sheer number of statistical anomalies covered here and elsewhere raises so many red flags, it’s like all the coaches in the NFL started frantically tossing their challenge flags. Then there’s the poll worker shenanigans in Georgia, Michigan and Pennsylvania that tells me the Democratic city machines in those states were going “Fuuuck, he’s behind! Quick, find more Biden only ballots!”…..
No. 25 yrs investigating financial fraud and money laundering. Where there is smoke there is fire. When you have this many unconnected witnesses saying the same/similar things, that is very strong corroboration. Not evidence of made up stories.
I was a CPA for 45 years and never saw anything as suspicious as this election.
25 years of investigating white collar crime, primarily complex DoD contracting fraud. Something with this many allegations would absolutely deserve a very thorough preliminary investigation. The Hunter Biden situation would have already gotten an accepted referral to an AUSA for gj subpoenas for records.

No. Not a single time. The flags here show clear cut illegal activity being concealed by multiple sources. At this point I’d reach out to others I trust/know and begin a more broad based approach to the investigation including into as many of the secondary involved parties as possible.

I’m a workers comp investigator. I follow people committing fraud every single day. In my experience, when something seems this far off, its because it is.
I’ve had lots of red flags where I couldn’t prove in court either that there was fraud, or I could prove the fraud but not who committed it.
But there’s definitely enough to trigger a thorough investigation.
Certified Fraud Examiner since 1992 here. I have never seen such an oversupply of red flags. 3 or 4 might be explicable or coincidence, but dozens all pointing the same way? This would be too implausible for fiction, let alone a case study.
Insurance analysis here. And the answer is “No”.
Investigated a case at a casino with this many flags, approxamaty 60% of the leads turned up theft/fraud. There were some that were anomalies but they were able to be checked out via witness accounts.
I’ve assisted in some fraud investigations doing the digital forensics. These many red flags and you’d want to line the investigator’s chairs and desks with plastic.
In 28 years as a certified fraud examiner I’ve had many similar cases where I had multiple huge red flags but I couldn’t prove it in court. Fraud cases are hard to prove.

I used to run the audit quality review programme for the whole of Europe for that firm. I’m also pretty much neutral as far as US politics is concerned – I’m not American, and I’m no fan of either Trump or Biden.)
In a financial statements audit situation, I would always tell people that discrepancies are much more likely to be errors than fraud. You’ll often get excitable young auditors convinced they have found some devious director-level fraud, when actually they’ve just found a cock-up by Doreen in the accounts department.
However…
When you’re a financial statements auditor, you’re mostly looking for material errors – errors which are singularly large enough to change someone’s perception of the accounts. But you also bear in mind that smaller errors might add up to make a material difference. So what auditors do is they keep track of those smaller differences. This list is sometimes called a “scoresheet”, sometimes an “overs and unders schedule” and sometimes something else, but they are all the same thing.
On the scoresheet, the auditor records the double entry required to correct the difference, and the effect that the error has had on accounting profit. Typically you would expect some errors to increase profit and some to decrease profit, because that is the nature of errors. But if you get a situation where almost all of the ‘errors’ are in the same direction – for example, they almost all increase profit, and the directors have a clear incentive to overstate profit – then you start to think it looks suspicious.
As an auditor, you wouldn’t instantly shout “FRAUD!”, but you would investigate further. You’d look more carefully at areas of the accounts that previously you had considered lower risk. You’d maybe think about doing some computer-based auditing on routine transactions. If you were concerned that perhaps some sales invoices were fictitious, then something you might do (among many other possible tests) is see if the distribution of significant initial digits in the invoice numbers and / or the invoice values fitted the distribution suggested by Benford’s Law. Yes, that Benford’s Law.
So if I was running an audit that had this many discrepancies, would I have concluded that this was because of fraud? No, at least not yet. But I definitely would want to investigate further. (And if the directors tried to prevent me from doing so, then I’d get even more suspicious…)
Fraud manager, banking and finance and a stint in credit reporting. I can’t recall a single case with the sheer number of red flags attached, probably because most organized bad actors take some pains to hide their tracks. Cases with multiple reporting parties and multiple data anomalies, always turn out to be fraud. The only question is how widespread it turns out to be when you start pulling on the threads (usually turns out to be long running and widespread).
No. In fact I would say that in about 34 years of this work it is my professional opinion that at this level it is mathematically more likely that our sun blinks out of existence as a result of every particle in it spontaneously “blinking” into another state than it is that fraud did not take place on the order of millions of votes.

The example cases in my textbooks weren’t this level of ham fisted. Anyone with the sense that God gave a billy goat could see those. This is a flashing sign that can be seen from space.
Former military intelligence professional here (yes, we did investigations without any evidentiary standards to get in the way). I’m insulted at how sloppy with was carried out.
Information operations depend on not being noticed. They have to be part of what looks like the background noise to nudge people toward a conclusion. If the hand is seen, the magic is lost and the mark spots the trick.

I’ve been in infosec for over 10 years now (at least I’ve had my CISSP that long). It’s just standard practice to assume that any hole in information security will be exploited eventually. I can think of a number of ways to game the election system in the US without having to think hard. Or at all, really. Seems like there’s solid evidence to suggest each technique I’ve come up with was used somewhere.

No. Patterns, Patterns. forensic analysis in cases where men try to mimic natural causes always reveals improbable elements. Even showing a pattern of trying to avoid patterns. But this is far more obvious than any case I’ve examined in the last 12 years of expert witness/ consulting work.
Insurance Fraud Special Investigator for 10 years (personal and commercial lines)… One possibly two red flags could be attributed to stupidity, mistakes, etc. This many, screams rampant fraud and intenent to commit a fraud. The statistical improbabilities are also a great indicator that something is wrong. The fact that the media completely dismisses any of these claims without any interest or investigation is sure curious. It should not matter what party you are for. If the there is an indication of wrongdoing shouldn’t everyone be outraged when the possibility of affecting the outcome of an election is at hand?

This many flags all in one direction? No. But I’ve seen places where it was just that screwed up that we THOUGHT they were stealing but once we dug in they were just that terrible. Ended up just closing the whole facility. It was easier rather than trying to fix all the incompetence.
Last case I investigated, there were only small red flags that were actually not things that jumped out. I knew at once something was very wrong. There is also gut feelings, which seem to be right more than wrong. Yeah, I getcha!
I teach financial accounting not fraud detection. That said, I still cover some of the basics in my classes. One thing that is not discussed much is the idea of controls. In any business, there are procedures (controls) to limit and detect fraud. In our elections, there are almost no controls. And, to directly answer your questions, no there are no textbook examples that with this much smoke without fire.
I used to run the front end for a RE investing team. You’d be amazed how much fraud there is therein.
We busted an entire drug smuggling operation – multiple players, multimillion$/year… on maybe 2% of the evidence in this case.
No and all of my very liberal friends who have done the grind is statistical analysis with me are silent…because they know this is all BS.

Effortpost: Some Thoughts on Trump's Tax Returns

Disclaimer: I am a trainee chartered accountant who works in large tax firm. My specialty is a very specific area of corporation tax; I do not prepare tax returns in my job, and I don't work with personal tax. I live and work in the European Union, but the tax issues are high-level principles, and in general I think the conclusions aren't really affected by the specificities of the US tax code. Nothing in this post should be taken as tax or legal advice in any context.
I wanted to try and put down some thoughts on the Trump tax return revelations in order to achieve some kind of catharsis in the face of what I think is a lot of misinformation and misunderstandings. I'll include headings for each issue on my mind and hopefully people can either gain some insight or engage with me to help me to understand better.
Tax Planning, Avoidance and Evasion
First, let me explain with examples what each of these terms refer to.
Tax Planning is the use of tax incentives to minimize a tax bill which are contemplated by the drafter of the tax code. An example is a scheme that would allow you to pay your gym membership using your pre-tax pay: when you pay the sum out of the gross amount, you won't suffer tax on the amount paid, and as such you will pay less tax. The idea is that by incentivising the population to spend on a certain outcome, the benefits of the outcome (healthier people) will be more efficient for the system as a whole (healthcare or mental health or whatever).1
Tax Avoidance is the implementation of aggressive or inventive tax structures in order to reduce a tax bill in a manner which is either legal or illegal, characterised by the lack of contemplation on the part of the drafter of the tax code. In other words, it means you are finding a "tax loophole" that doesn't necessarily generate value otherwise for the state and taking advantage of it to reduce your tax bill. A famous example of this is the "Dutch Sandwich": large corporations took advantage of the relationship between different international treaties in order to shift profits to a low tax jurisdiction such as Bermuda.2
Tax Evasion is illegal tax avoidance. Let's say you rent a property and ask your tenant to pay you in cash. You then do not declare this cash as rental income, thus avoiding having to pay tax on your rental income. This is illegal because you haven't presented a fair and true set of information of your taxable income/expenses for the tax year, so you are evading the payment of tax. You could, for example, claim a tax refund to which you are not entitled.3
With regard to Trump, tax avoidance alone with respect to his personal affairs should constitute a black mark on his record as a public servant. It ought to be a huge scandal that a politician avoided tax, no matter how elusive and clever the scheme, because tax avoidance results in a deficit in the year's tax revenues that has to be made up for by the taxes paid by the public. If even a comedian has enough shame to apologise and roll back his tax avoidance arrangements, a presidential candidate should do it in a heartbeat.4
Carry-forward Losses
Carry-forward losses are a technically complicated area of taxation, and I am not at all privy to the rules in the US. This doesn't matter though, because in principle the implementation is extremely understable. It means that when you have a business venture, and you make a loss in a given year, you can use that loss in future years to avoid paying tax on the profits. Let's take a super short example:
Let's say I have income in Year 1 of 100 and expenses of 120, so I make a loss of 20. I don't pay tax on my loss. Let's say I have income in Year 2 of 100 and expenses of 80, so I make a profit of 20. The previous year's loss cancels out my profit this year, and I don't pay any tax.
The result is that you consider the entire business venture in its entirety, because it would be unfair (and unproductive) to force a business to suffer tax on its profitable years but to ignore the years it made a loss.
For me, carry-forward losses do not come close to avoiding a tax burden for 11 of 18 years, as per the NYT article. Perhaps the layout of his taxes paid is bizarre (he could have had a huge tax bill in a single year which means the lack of tax paid in the other years is explained). The reason that this is telling is in the opening paragraphs of the NYT article:5
He had paid no income taxes at all in 10 of the previous 15 years — largely because he reported losing much more money than he made.
"Largely because he reported losing much more money than he made."
This is the idea you have to grip in your head: if Trump were an investment machine, you would put a dollar in and get back 30 cents. These facts outline the financial profile of a business operative whose extreme incompetence and lack of self control has resulted in losses for the shareholders of the businesses for which he is responsible. A capable member of management has literally one job: make money for the company's shareholders, and it is clear that in the aggregate Trump has not been able to succeed in doing this.
The article outlines further that the only area in which Trump was successful was in his capacity as a performer in the context of shows like The Apprentice6 or ads for Oreos7 or Domino's pizza.8 His only successful venture is playing the part of a caricature of the businessman he pretends to be in his professional life, whereas in reality he was a total failure. Trump's only successful business investments are companies in which he did not perform a management role: those where he invested capital and the business was ran by someone else.

The argument is that the losses are sustained in order to maximise present value of cash flows:9
Not even close. Again, Amazon was a company with negative net income and worth hundreds of billions of dollars. Is that also a failed business? Amazon and Trump seem to be employing the same strategy - using their free cash flow to maximize future earning potential. All Trump's tax returns tell us is that he is trying to "maximize present value of future cash flows" - exactly what Amazon does.
This is intensely misleading and doesn't take into account the stark differences between Trump's area of operations and Amazon. Moreover, the correct comparison isn't the entity Amazon, it's Bezos, and the taxes he paid as the leader of a large & successful conglomerate over the course of 11 years or so.
In certain industries, it's common to sustain heavy losses in early operational years in order to prepare for years when you expect your business venture to generate revenues. Take a pharmaceutical company: during the years when you are researching and developing your drug, you can't sell it, so you make losses on that specific venture: but when you finally start to actually get people paying for your product, you can often command a price high enough to recuperate whatever losses you made. In the case of Amazon, Jeff Bezos devoted the company's strategy to building a robust and near-monopolistic infrastructure where Amazon inhabits so many areas of consumers' lives that they turn to it without thinking for everyday products, subscriptions etc.
The question I would love to grill this commenter on is super simple: when your businesses are casinos, golf courses and hotels, what exactly is the event or change you are expecting to take place in the future that will suddenly "maximise your future cash flows"? What is the future investment that Trump's ventures are sustaining net losses on that are going to be profitable in the future? Why are Trump's competitors in these sectors generally able to run their businesses with enough alacrity to generate a profit?
If Trump were an able businessman, there is no reason he shouldn't be able to run these businesses successfully.

For anyone who understands the US tax system better than I do: one issue I can't wrap my head around at all is how people keep talking about "depreciation" in the context of these revelations. If you think you understand it, can you explain to me how Trump or others think depreciation has anything to do with the information revealed in the NYT article? Depreciation, as a rule, shouldn't affect taxable income because it's an accounting entry and not a deductible/relevant tax expense.

Bus company put out of business because one old lady did not know which bus company to sue

This is more of a rant. This involved a friend's company.
To set the background: Bus company have to answer all sorts of odd claims of injury, I've seen people who claimed injury from the bus company even though they were already OFF the bus and walking away. Or all sorts of strange claims that were somehow, always the bus' fault. This is one of them.
A bus company (which we will call "BusCo") is owned by E. One day, he got this registered mail. He opened it. It was notification of a lawsuit against BusCo. The really curious thing: everything is typed except the company name, which was hand-written. Did not recognize the name or the lawfirm. So he dutifully called up his insurance and started a claim process, except he doesn't know anything. No date, no bus number, no driver.
His insurance assigned a lawyer, and they went over the paperwork, called up the other side, and finally got some details. A certain old lady X claimed she was injured onboard a certain casino bus that runs between the major city and the casino in the evening and comes back early next morning. She made it off the bus, but casino ended up calling her an ambulance.
There is only one problem: BusCo has NO BUS going to that specific casino that evening. This is easily proven by Busco's dispatch log and casino's arrival log.
But you can't really prove a "negative"... As the X's lawyers refused to accept that they sued the wrong company. X herself is of no use. When questioned, she actually CANNOT identify the bus company at all, or even the specific bus. She does remember the driver was called J, but no full name. And you guessed, it, there was no such driver employed at BusCo by that name, even by nickname.
E (the owner of BusCo) was actually good friends with casino security, and security told him, unofficially, that X's lawyers sent someone to the casino one night, and basically wrote down the info of the first company that arrived from the city. And it just happens to be Busco. Security knew this because the "investigator" first tried to ask the security guards about at what time would the buses from the city arrive.
CLARIFICATION: In this business, many runs are made through sub-chartering, i.e. company A got a job to do Y, but but company A can hire company B's bus to actually do it, as long as it's not prohibited in the contract. And sub-chartering obviously does not happen on a schedule, esp. if it was an emergency substitution or an extra run due to heavy demand.
E was furious, but he's stuck. And due to this "outstanding claim", BusCo's insurance renewal is now in jeopardy. X's lawyers are asking something in the SEVEN figures, something about extensive knee damage, rehabilitation, blah blah blah. And since this "risk" was unresolved, his rates went WAY UP despite having had no claims before this incident.
All in all, it took almost EIGHTEEN MONTHS for E's lawyer to get a summary judgement declaring BusCo has nothing to do with the case, by getting the security video of the bus that X supposedly disembarked from, and proving it is of a completely different model of bus that BusCo does not even own. Something about round headlights vs. rectangular headlights.
However, by this time, E had already dissolved BusCo. He could not operate the business with the insurance rate jacked up by this claim and their lawyer unwilling to see reason despite their weak case. And without insurance, he cannot run the business. He sold the bus and went into restaurant business instead.
P.S. By comparing notes, between me, my boss, and E, we actually figured out who J was and whose bus it was. Unfortunately, by this time, that bus was pulled service and junked. And that grainy security video is not conclusive proof. No idea if X and her lawfirm actually got any money out of any one. Doubt it, based on their lousy investigation skills.
P.P.S. Bus companies in this jurisdiction are required to maintain a FIVE MILLION USD insurance policy to operate. This seems to make them a target for spurious lawsuits.
